In Ubuntu Desktop you have to modify /etc/environment and ${HOME}/.pam_environment instead of /etc/bash.bashrc and ${HOME}/.bashrc to set environment variables. See EnvironmentVariables for details.
${HOME}/.pam_environment does not worked, don't know why.
